After two years of comprehensive planning and community participation at its June 10, 2016 meeting, the Board unanimously adopted the Regional Urban Design Guidelines (“RUDG”). This significant action was the culmination of a comprehensive Base Reuse Plan (“BRP”) policy development process led by the Board-appointed RUDG Task Force and FORA staff, with the support from a nationally recognized inter-disciplinary consulting team.
Following unanimous RUDG Task Force recommendation at the June 1 meeting, FORA staff is pleased to include the Final Draft RUDG for Board consideration at the June 10, 2016 meeting.
Following unanimous RUDG Task Force recommendation at the May 10 meeting, and subsequent notice at the May 13 Board meeting, the FORA staff is pleased to release the Public Review Draft for a 14-day review period. The special meeting/workshop on March 7 was intended to bring the Board and community up to date with the current draft RUDG content and new interactive website organization, structure and use. In addition, Staff highlighted policy language refinements developed since the last workshop, and summarized remaining steps in development of a final RUDG policy for Board adoption.
The Board appointed Regional Urban Design Guidelines (RUDG) Task Force has met regularly since April 2014 to steer the completion of these guidelines. Comprised of leading administrators from many of the FORA jurisdictions, this Task Force has been instrumental in completing this policy development task.
Staff received an updated DRAFT RUDG document from DKP on December 31, 2015. In this DRAFT, DKP attempted to fully integrate Board, Task Force, and public input received to date. Following Task Force and staff requests at a December 16 meeting, DKP also delivered digital files allowing FORA direct editorial control of the RUDG document.
A Special Board Workshop and Public Open House was held to present the latest draft RUDG document and receive Board and public feedback. FORA staff and design consultants presented the latest content at 2 Public Open House sessions: 9 a.m. to 11 a.m. and 5 p.m. to 7 p.m. The Special Board meeting was held from 12 to 2 p.m.

Five separate Hands-on Design Sessions were held during the first week of the charrette. The first, on Monday, February 2, focused on all of the jurisdictions within the former Fort Ord, while subsequent meetings concentrated on the immediate vicinity where the hands-on sessions were occurring. Between 50 to 100 members of the community attended each of the meetings. Each session began with an introduction provided by Senior Planner Josh Metz, explaining the planning process and the importance of public involvement to the development of design guidelines:
A site visit in November 2014, allowed the planning team to meet FORA Staff, the RUDG Taskforce, elected officials, residents, developers, and other local stakeholders in preparation for the charrette. Technical meetings were also held with members of the California State University at Monterey Bay (CSUMB), Monterey County, and the Association of Monterey Bay Area Governments (AMBAG), and the Monterey Salinas Transit Authority (MSTA) to discuss topics such as regional transit, trails and trailhead development, development, and habitat conservation. The various, initial hands-on visioning sessions, meetings, and interviews helped the team to grasp the dynamics of the former Fort Ord and gain a better understanding of the challenges facing the region.
